Kharon and the U.S. Department of State Advance Export Control Training for the Government of Ukraine

Kharon’s Global Knowledge Engagement (GKE) team, in partnership with the U.S. Department of State’s Office of Export Controls and Border Security (EXBS), conducted a two-day workshop with representatives from the Government of Ukraine in Krakow, Poland. The training brought together Ukrainian public sector leaders and Kharon’s sanctions and export control experts to strengthen their capabilities in identifying, assessing, and mitigating export controls and sanctions-related risks, an increasingly important topic for Ukraine.

Training for Real-World Impact

The workshop was structured around practical, data-driven insights. Kharon's training team presented case studies grounded in the company’s open-source intelligence to demonstrate how Russian and Chinese networks attempt to circumvent sanctions and export controls across the region. Leveraging real-world data enabled participants to collaborate effectively in detecting risk within supply chains, ownership structures, and cross-border trade activities. 

Emphasizing applied learning, the sessions included live investigation exercises, due diligence simulations, and collaborative analyses of high-risk networks. From identifying red flags to navigating complex corporate ownership chains, participants strengthened the analytical and operational skills needed to reinforce best practices within their respective agencies.

Strengthening Global Security Through Partnership

Kharon welcomed representatives from the Government of Ukraine, whose engagement and expertise underscored the importance of cross-institutional collaboration in addressing shared security challenges. Their active participation reflected a collective commitment to enhancing Ukraine’s resilience against sanctions evasion and illicit trade. 

This initiative exemplifies the impact of international cooperation and public–private partnership in countering illicit finance and trade diversion. In partnership with the U.S. Department of State, Kharon continues to support Ukraine’s initiatives to protect its economic and national security from Russian evasion networks.

About Kharon’s Global Knowledge Engagement Team

Kharon’s Global Knowledge Engagement team leads international awareness-raising and engagement initiatives in partnership with the U.S. Department of State, delivering targeted training programs to strengthen global compliance and risk management frameworks. 

Over the past five years, the team has implemented more than 80 training events worldwide, reaching over 5,000 participants across government agencies and the private sector.
