Pentagon Updates List of Chinese Military Companies, Adds New Entities Operating in the US

The U.S. Department of Defense (DoD) released on Wednesday an update to its list of Chinese military companies, adding 17 new entities that are "operating directly or indirectly in the United States" in support of the Chinese military.

The list, mandated under Section 1260H of the National Defense Authorization Act for Fiscal Year 2021, aims to address China's military-civil fusion strategy, which enables the People's Liberation Army (PLA) to acquire and divert advanced technologies and expertise.

The updated DoD list now includes a total of 73 entities, including state-owned enterprises, semiconductor developers, and manufacturers of other dual-use technology and surveillance equipment. Many of the companies on the list have a broad, multi-jurisdictional reach, with subsidiaries, affiliates, and suppliers located in the U.S., Europe, and Asia.

A number of the newly listed companies appear on other government watchlists, including the U.S. Department of Commerce's Bureau of Industry and Security (BIS) Entity List. Notably, the list also reinstated companies previously removed, including China Construction Technology Co., Ltd. (CCTC) and China Three Gorges Corporation (CTG).

A global private equity investment firm, IDG Capital Partners Co., Ltd., was also included for the first time on the list. The investment and asset management firm reports to have over 1,600 companies in its portfolio, with offices in New York, Boston, Beijing, and elsewhere in Asia.

IDG Capital lists Advanced Micro-Fabrication Equipment Inc. China (AMEC) as one of its portfolio companies. AMEC, a specialized supplier of micro-fabrication equipment that serves customers in the semiconductor and high-tech sectors, is publicly traded on the Shanghai Stock Exchange. AMEC is one of the 17 new additions to the DoD’s updated list.

Several other Chinese entities that appear on the DoD list are publicly traded with securities held by global asset management firms.
